1. GENERAL REGULATIONS
1.1 Russian-Canadian Club of Presidents
Fellows (hereinafter the Club) of Yeltsin Democracy Fellowship Program
(hereinafter the Program) financed by the Government of Canada within
the scope of activities of Eltsin Fund, is a voluntary union of Russian
physical persons who were trained in Canada within the framework of the
Program and were provided with the Funds Fellowship.
1.2 The Club is not being a juridical person, does not carry on any commercial
activities, does not have clearing account or any other bank accounts.
1.3 The Club has its own symbols and attributes.
2. CLUBS MISSION AND AIMS
2.1 The mission of the Club is
to take part actively in economical transformations in Russia by means
of personal participation of its members as well as supporting and assisting
the Fellows of the Program.
2.2 The aims of the Club are:
* to use its resources in supporting the development, career advancement
and activities of the Fellows in both Russia and Canada;
* to create the informal network of mutual assistance and cooperation
between the Fellows of the Program, Fellows employing organizations
as well as state, non-governmental and commercial organizations assisting
Fellows in their development and participating in Clubs activities;
* to help the development and successful realization of the Program;
* to assist the development of economical reforms in Russia and creation
of modern market state on a legal foundation;
* to provide the consulting services for the Fellows and Club Members
free of charge;
* to raise funds for carrying out support and assistance for the Fellows
and Clubs activities;
* to assist the Canadian colleagues and businesspeople in establishing
business contacts and development of their activities in Russia and Russian
colleagues and businesspeople in the development of their business in
Canada using its resources and opportunities;
* to assist the candidates for the Program in Russia.
3. THE MEMBERSHIP OF THE CLUB
3.1 It is only possible for the
physical person who had been trained in Canada within the framework of
the Program, who accept the Statutes, support Clubs mission and
aims and follow the Clubs rules to become a Club Member.
3.2 It is possible for any physical person and entity who had been supportive
for the Program, Fellows and the Club to become a Club Honorable Member
if the person is being elected by the Club Council upon the suggestion
of the Club Members.
4. CLUBS STRUCTURE AND
MANAGEMENT
4.1 The Club is managed by:
the Meeting of the Club Members;
- the Club Council
.2 The General Meeting of the Club Members (hereinafter the Meeting) nominates
the Members of Club Council for two years' term from Club Members in number
correspondent to the number of trained intakes.
4.3 The Meeting nominates the President of the Club, two Vice-presidents
and the Members of Club Council from each training intake of Fellows for
two years' term by the simple majority of votes.
4.4 The Club Council nominates the Clubs Treasurer for two years'
term by the simple majority of votes.
4.5 The President, Vice-presidents, Treasurer and the Members of Club
Council are carrying out their functions on the voluntary basis without
any rewards.
5. FINANCES AND PROPERTY OF THE
CLUB
5.1 The Club does not have movable
and immovable property.
5.2 The finances of the Club are being formed of Members Entering
Fees and donations.
5.3 The finances are kept by the Treasurer and are being spent only for
the Clubs activities within the limits approved by the Club Council.
